32bd282030 1st draft for string parsing and ast type 
- currently uses back quotes "`" for strings, change later
- ast -> asg unimplemented, strings need to be processed on
canonicalization stage

757: Readd executable parser r=collinc97 a=Protryon

To install the parser do: `$ cargo install --path . --example parser` within the `<leo repo>/parser` directory. Executable is called `parser`.
