[FL-3797] Settings menu refactoring (#3632)

* Settings menu refactoring
* Update F18 api
* Wording changes
* Update certification icon
* Desktop: optimize settings save routine, fix navigation lag
* Gui: add submenu position getter. Desktop: proper menu index preservation.
* Gui: proper index getter for submenu. Desktop: cleaner settings navigation.
