Kernel: Much improved BochsVGA (BXVGA) support. Instead of cowboy-calling the VESA BIOS in the bootloader, find the emulator VGA adapter by scanning the PCI bus. Then set up the desired video mode by sending device commands.

LibWasm+Meta: Add test-wasm and optionally test the conformance tests This only tests "can it be parsed", but the goal of this commit is to provide a test framework that can be built upon :) The conformance tests are downloaded, compiled* and installed only if the INCLUDE_WASM_SPEC_TESTS cmake option is enabled. (*) Since we do not yet have a wast parser, the compilation is delegated to an external tool from binaryen, `wasm-as`, which is required for the test suite download/install to succeed. This *does* run the tests in CI, but it currently does not include the spec conformance tests.

Ladybird: Add new template Kotlin Android application without Qt This template app from Android Studio should hopefully be more fun to work on than the Qt wrapped application we were using before. :^) It currently builds the native code using gradle rules, and has a stub WebViewImplementationNative class that will wrap a c++ class of the same name that inhertis from WebView::ViewImplementation. Spawning helper processes and creating proper views in Kotlin is next on the list.

LibWasm+Meta: Implement instantiation/execution primitives in test-wasm This also optionally generates a test suite from the WebAssembly testsuite, which can be enabled via passing `INCLUDE_WASM_SPEC_TESTS` to cmake, which will generate test-wasm-compatible tests and the required fixtures. The generated directories are excluded from git since there's no point in committing them.

LibWeb: Add a script to run Web Platform Tests Introduce very initial and basic support for running Web Platform Tests for Ladybird. This change includes simple bash script that currently works only on Debian and could run tests with patched runner. For now script to run WPT is not integrated in CI. There is also a bunch of metadata required to run WPT. To avoid introducing thousands of files in the initial commit for now it is limited to run only css/CSS2/floats tests subdirectory.

Tests/LibWeb: Remove MANIFEST.json from WPT I added this file thinking it was necessary for the wpt run command. However, it's only needed for updating expectations metadata. Since wpt run always regenerates MANIFEST.json before updating expectations, we can safely delete this file from the repository.
