LibWeb: Use Core::Timer instead of Platform::Timer in HTML::Timer

Browse Source 
By using Core::Timer that accepts Function instead of JS::SafeFunction
in Platform::Timer does we fix memory leak caused by circular
dependency of timer's callback and timer itself.
