1faca15193 Toolchain: Move the binutils patch into its own folder
This makes binutils compatible with `./package.sh dev`, so that we can
regenerate patches more easily, and neatly stack (temporary) patches on
top.

cdd6d68b2a Ports: Remove some config.sub patches and download a fresh one if needed
All of these patches did the same thing, which is already in upstream
config.sub.
With this change, we need only add `use_fresh_config_sub=true` to
the package.sh file.
Note that this is not done automatically in case the port has a modified
config.sub file.

18249b5996 Ports: Switch to new ports system (#594)
Much redundancy is removed from package scripts with this system.
It also supports simple dependency management, uninstalling (through
BSD ports style plist files), cleaning up after itself (with clean,
clean_dist, clean_all commands), etc.
