9827c11d8b Kernel: Move InterruptDisabler out of Arch directory
The code in this file is not architecture specific, so it can be moved
to the base Kernel directory.

9abbeff79f Kernel: Store IRQControllers in NonnullRefPtrs instead of RefPtrs
These are always non-null, so there's no point in storing them in a
nullable container.

f085903f62 Kernel: Move IRQController and InterruptManagement to Arch directory
These 2 classes currently contain much code that is x86(_64) specific.
Move them to the architecture specific directory. This also allows for a
simpler implementation for aarch64.

a4534678f9 Kernel: Implement InterruptDisabler using generic Processor functions
Now that the code does not use architectural specific code, it is moved
to the generic Arch directory and the paths are modified accordingly.

aa832ee251 Kernel: Add conditional call to disable_irq in IRQHandler constructor
There is no use in calling disable_irq function in the IRQHandler
constructor if irq was not registered before. So add a condition where
we call disable_irq only if the irq was registered before.

1682f0b760 Everything: Move to SPDX license identifiers in all files.
SPDX License Identifiers are a more compact / standardized
way of representing file license information.

See: https://spdx.dev/resources/use/#identifiers

This was done with the `ambr` search and replace tool.

0d934fc991 Kernel::CPU: Move headers into common directory
Alot of code is shared between i386/i686/x86 and x86_64
and a lot probably will be used for compatability modes.
So we start by moving the headers into one Directory.
We will probalby be able to move some cpp files aswell.

32d9534c67 Kernel: Fix GenericInterruptHandler problems with virtual functions
Because registering and unregistering interrupt handlers triggers
calls to virtual functions, we can't do this in the constructor
and destructor.

Fixes #5539

5d180d1f99 Everywhere: Rename ASSERT => VERIFY
(...and ASSERT_NOT_REACHED => VERIFY_NOT_REACHED)

Since all of these checks are done in release builds as well,
let's rename them to VERIFY to prevent confusion, as everyone is
used to assertions being compiled out in release.

We can introduce a new ASSERT macro that is specifically for debug
checks, but I'm doing this wholesale conversion first since we've
accumulated thousands of these already, and it's not immediately
obvious which ones are suitable for ASSERT.

67583bc424 Everywhere: Replace a bundle of dbg with dbgln.

8b38be3072 Kernel: Simplify disable_irq() and enable_irq() methods in IRQHandler
Setting the m_enabled variable to true or false can help
with monitoring the IRQHandler object(s) later, and there's no good
reason to have an if-else statement in those methods anyway.

f86be46c98 Kernel: Abstract IRQ controller handling from Interrupt handlers
Now we don't send raw numbers, but we let the IRQController object to
figure out the correct IRQ number.
This helps in a situation when we have 2 or more IOAPICs, so if IOAPIC
1 is assigned for IRQs 0-23 and IOAPIC 2 is assigned for IRQs 24-47,
if an IRQHandler of IRQ 25 invokes disable() for example, it will call
his responsible IRQController (IOAPIC 2), and the IRQController will
subtract the IRQ number with his assigned offset, and the result is that
the second redirection entry in IOAPIC 2 will be masked.

6f914ed0a4 Kernel: Simplify interrupt management
The IRQController object is RefCounted, and is shared between the
InterruptManagement class & IRQ handlers' classes.

IRQHandler, SharedIRQHandler & SpuriousInterruptHandler classes
use a responsible IRQ controller directly instead of calling
InterruptManagement for disable(), enable() or eoi().

Also, the initialization process of InterruptManagement is
simplified, so it doesn't rely on an ACPI parser to be initialized.
