Sam Atkins 41c4cc95e4 LibWeb: Port CSS::Parser::Rule to new Strings
`Rule::to_deprecated_string()` and
`DeclarationOrAtRule::to_deprecated_string()` are not used anywhere, so
we can just delete them.
