Allow evaluating without NixOS.
...
We are now splitting the concerns more clearly, by making `baseModules`
the reason we are evaluating NixOS, rather than wholesale always
including it into the modules.

This allows us to add more outputs to `examples-demo`, and more
importantly, differentiates systems. After all, we want to build
armv7l-linux ASAP!
