Including additional documentation on publish flow around git tag errors introduced by branch protection breaking the default flow proposed by elm publish

Once you've published, you should see the latest version at <https://package.elm-lang.org/packages/NoRedInk/noredink-ui/>. It can take a few minutes to show up.
