95c3759282 Removed focus out error handling for invite staff modal

This fix is part of the broader design change we want in Admin, moving away from showing errors on focus out in fields with feels a little aggressive and instead change it to the default behaviour of showing errors when submitting the form. This change updates this behaviour for invite staff modal.

ecf82fbfe8 Fixed invite staff modal button not reflecting validation state (#1924)
no issue

- when the role selection was extracted to an external component the limit validation was also extracted but had no way of feeding back to the consumer
- added `onValidationSuccess` and `onValidationFailure` arguments to the role selection component to allow validation feedback to the consumer
- updated staff invite modal with actions to update state based on validation so the modal's buttons can update accordingly

25debab71d Added staff limit check to invite people modal

- When user's instance reaches a "staff" limit we need a way to proactively notify them about reached limit and give enough information about why it was reached and what the next action would be to unblock them
- The implementeation uses a frontend implementation of the limit-service which allows to do preventative checks for the reached limits

2e8109d05f Clarified staff user roles in Admin (#1874)

59fcc567f1 🐛 Fixed various Close buttons throughout the UI. (#1585)

Some `a`tags with `href` attributes that are empty are used as buttons, but since the href is not linkifying anything, they appear as text nodes to assistive technologies. Give them a `"button"` role so it is guaranteed that assistive technologies will pick them up as actionable controls.

09435ecf76 Co-located component template files
no issue

Keeps component JS backing files and template files in the same directory which avoids hunting across directories when working with components. Also lets you see all components when looking at one directory, whereas previously template-only or js-only components may not have been obvious without looking at both directories.

- ran [codemod](https://github.com/ember-codemods/ember-component-template-colocation-migrator/) for app-level components
- manually moved in-repo-addon component templates in `lib/koenig-editor`
- removed all explicit `layout` imports as JS/template associations are now made at build-time removing the need for them
- updated `.embercli` to default to new flat component structure
