We often hear that people are not aware of the new features we ship.
Ways in which people can find out are social media/changelog/dashboard –
all of these are easy to miss. We'd like to introduce a template for a
simple notification in the sidebar that can be used any time a new and noteworthy feature has
shipped. The purpose of this is simply to notify and will
disappear forever after it's been dismissed.

The members stats API is a lot more slower than the normal members count
cache, and we use the members count cache in a lot more places. So we
can cache it more.
- We don't actually utilise the history handling for Explore, as it's not a full screen modal and therefore don't need passing in previous routes before opening the iframe
- Removed usage of `did-insert` livecycle hook and reverted to usage of `contructor` and `willDestroy` instead to add and remove message event listener

- this commit changes two things surrounding the extensions script:
- moves the script tag from the nav menu to the application template
so we always load the script irregardless of if the current page has
a nav menu
- opens up showing the script to all logged-in users and not just
Owners as previous

When using admin as a user with author or editor permissions, admin tried to load the member counts in order to display them in the menu. But authors and editors are not allowed to see the members. So the request returned a 403.
It is not necessary to load the member counts for authors and editors, so we can just skip the request.

- dynamically defined properties on the config service did not have
autotracking set up properly if they were accessed in any way before the
property was defined, this caused problems in a number of areas because
we have both "unauthed" and "authed" sets of config and when not logged
in we had parts of the app checking for authed config properties that
don't exist until after sign-in and subsequent config re-fetch
- renamed `config` service to `configManager` and updated to only
contain methods for fetching config data
- added a `config` instance initializer that sets up a `TrackedObject`
instance with some custom properties/methods and registers it on
`config:main`
- uses application instance initializer rather than a standard
initializer because standard initializers are only called once when
setting up the test suite so we'd end up with config leaking across
tests
- added an `@inject` decorator that when used takes the property name
and injects whatever is registered at `${propertyName}:main`, this
allows us to use dependency injection for any object rather than just
services or controllers
- using `application.inject()` in the initializer was initially used but
that only works for objects that extend from `EmberObject`, the
injections weren't available in native-class glimmer components so this
decorator keeps the injection syntax consistent
- swapped all `@service config` uses to `@inject config`

- with the update of `ember-promise-modals` we started to get deprecation warnings when using `modals.open('modal-component-name')`
- upcoming Ember build updates will introduce tree shaking but using run-time lookup of modal components by name works against that because it's not statically analysable
- switched to importing components and passing the component class directly, eg. `modals.open(ModalComponent)`
- standardized modal component class names with a `MyModal` style to get better behaviour in code editors when it auto generates imports
- dropped the modal defaults from the modals service because we can now use a static `modalOptions` property on the modal components themselves when we want to override the defaults

Offer feature doesn't make sense when paid memberships are disabled on a site, this change removes the Offer option from sidebar if Stripe is disconnected (no paid memberships)

- when a new icon was uploaded the background style was changed but the class wasn't reset so continued to appear inverted

- The config API has been changed to return the full hostSettings key, not just the billing URL
- This has been done because we are adding more config, and it's easier to reason about if Admin has the same config as server
- Proxying each value also requires multiple updates to the API each time
- This updates all the places where the old values were used
