Added retries to flaky email test (#16556) 
refs TryGhost/Team#2891

- test was flaking frequently enough that we had to remove it — not a perfect fix but figure it's better to enable retries than to completely remove the test
- ran CI 5 times (x 4 environments) and it passed 5 times in a row

Manages how posts are sent via email

Usage

Develop

This is a monorepo package.

Follow the instructions for the top-level repo.

  1. git clone this repo & cd into it as usual
  2. Run yarn to install top-level dependencies.

Test

  • yarn lint run just eslint
  • yarn test run lint and tests
