Paul Cadman df9b17d74f Fix generation and evaluation of Nock isCell op (#2602) ... This PR fixes the generation and evaluation of the Nock isCell op. As we can see from its [definition](https://developers.urbit.org/reference/nock/definition), the isCell op (Nock 3) evaluates its argument: ``` *[a 3 b] ?*[a b] ``` Previously we were not evaluating the argument before checking if it is an atom/cell.
