daml/bazel_tools/grpc-java-plugin-visibility.patch

grpc-java now only exposes the protoc plugin indirectly through a toolchain.
However, the current implementation of //bazel_tools.proto.bzl proto_gen
assumes direct access to the protoc plugin label.
