Add Moisés to release rotation (#10789)

* Add Moisés to release rotation

We do weekly snapshot releases and rotate who does the release and
tests it. This is all described in
https://github.com/digital-asset/daml/blob/main/release/RELEASE.md but
feel free to reach if you need help or anything is unclear.
