Use snake_case for all metrics (#5348)
* Use snake_case for all metrics This makes sure we're using the snake_case for all metrics. DAML-on-X originally asked us for this. changelog_begin changelog_end * Address https://github.com/digital-asset/daml/pull/5348#issuecomment-607326336
