If they are not present, the controllers will be filled in. Surface DAML
does this currenty anyway by fetching the contract and computing the
choice controllers before each `exercise`. This change will allow for
getting rid of the additional `fetch` preceding each `exercise`.
The compiler does not use the new form yet. I will do this in a separate
PR together with tests for the new behaviour.

Enforcing non empty list of input files
The DAML-LF Archive Protobuf definitions, as packaged and distributed
via Bintray and the SDK, currently packages the files in a directory
structure that does not match with the actual one, causing the usage of
`protoc` on the packaged definitions to raise errors. This commit fixes
it by packaging the files in the same directory structure as the one
found in the repository.
