Fixes #9196. This adds a new command `daml package list` which fetches all available packages from the ledger and prints package name/versions to stdout. CHANGELOG_BEGIN [daml packages] A new `daml packages list` command has been added to list packages deployed on a remote Daml ledger. CHANGELOG_END
