daml-lf: cleanup StringIds (#4221) 
clean up String Identifier in daml-lf 

- Separate LedgerString from ContractIdString
- Drop TransactionIdString from daml-lf 
- Create a new ContractIdString (aka. ContractIdStringV1) for new contractId comparable with  relative contractIds
