Support on_problems=Problem_Behavior.Report_Warning and Map_Error wrapping in Vector.map (#8595)
Implements `Warnings.get_all wrap_errors=True` which wraps warnings attached to values inside vectors with `Map_Error`, which includes the position of the value within the vector. See [the documentation](https://github.com/enso-org/enso/blob/develop/docs/semantics/wrapped-errors.md) for more details.

`get_all wrap_errors=True` does not change the warnings that are attached to values -- it wraps them before returning them to the caller, but does not change the original warnings attached to the values.

Wrapped warnings only appear attached to the vector itself. The values inside the vector do not have their warnings wrapped.

Warning propagation is not changed at all; `Warnings.get_all` (with default `wrap_errors=False`) behaves as before. `get_all wrap_errors=True` is meant to be used primarily by the IDE, although it can be used anywhere this wrapping is desired.

Shorter tag values in WidgetSelection (#8740)
Fixes #8727

Ported GUI1 behavior: The tags in WidgetSelection which are fully qualified names have only last segment displayed, and inserted expression is also shorter (with proper import added).

Set of GUI2 widgets fixes (#8749)
Implements first two points of #8745

1. The fix for drop-down was simple, just stop click propagation
2. The fix for connections was much more complicated. It turned out, that it's about keeping track of hovered ports; when picking an option in WidgetSelection makes the drop-down disappear - but that won't emit `pointerleave` event, so the port was still deemed hovered. Changed the mechanism for tracking hovered port to more "centralized" one.

Arrow language (#8512)
Initial implementation of the Arrow language. Closes #7755.
Currently supported logical types are
- Date (days and milliseconds)
- Int (8, 16, 32, 64)

One can currently
- allocate a new fixed-length, nullable Arrow vector - `new[<name-of-the-type>]`
- cast an already existing fixed-length Arrow vector from a memory address - `cast[<name-of-the-type>]`

Closes #7755.

Make fill nothing return types tighter (#8734)
This is the follow up PR addressing the last couple of points from https://github.com/enso-org/enso/pull/8643 around what the return type from fill_nothing.

# Important Notes
The biggest change is changing what we size we need for an empty string. This change says a variable length string of length 1 and does it at a low enough level that it will effect the whole language. But I think that is correct.

Optimize AliasAnalysis hotspot (#8701)
`scopeFor` is a real hotspot that hasn't been particularly optimized. By using iterator and a simple variable instead of a list and checking its length I was able to get 10% speedup.
Note that it seems tempting to throw the exception within the loop but that seems to create a less optimized code.

# Important Notes
I'm consistently getting ~10% speedup on a hello world example (with standard libraries).

For example I'm no longer seeing 20ms spent in `scopeFor` and most of them are below 10ms:

Minor dashboard fixes (#8732)
- Use `rootDirectoryId` returned by backend instead of mirroring backend behavior to generate the root directory ID
- To test this, move/copy an asset *to* the root directory.
- Move the right side of the top bar back to the right edge in editor view (oops)
- To test this one just open any project and make sure the top bar doesn't look funny.
- Delete the barrel export of `#/hooks` in the dashboard (left over due to an oversight when removing the other barrel exports)
- Should not need to be tested; all imports have simply been moved to point to the actual declaring file. As such, as long as the code still typechecks, it should be working fine.
- Delete a duplicated (unused) file caused by a bad merge.

- Significantly flattens directory structure of `lib/dashboard/`

Suppress logs for test cases unless a failure is reported (#8694)
The change adds a convenient trait `ReportLogsOnFailure` that, when merged with the test class, will keep logs in memory and only delegate to the underlying appender on failure. For now we only support forwarding to the console which is sufficient.
A corresponding entry in `application-test.conf` has to point to the new `memory` appender. The additional complexity in the implementation ensures that if someone forgets to mixin `ReportLogsOnFailure` logs appear as before i.e. they respect the log level.

As a bonus fixed arguments passed to ScalaTest in build.sbt so that we are now, again, showing timings of individual tests.

Closes #8603.

Widget refactoring & show widget in placeholders (#8687)

* Before most widgets didn't show in placeholders, because the argument name widget did not create further widgets. Now it try in more cases, and ignores the problem if no widget is found.
* WidgetInput is no longer a set of classes - instead it contains a set of common fields, and every widget can just extend it with new fields. Adjusted priorities accordingly.
* Updated widget definitions: they better try to match types, and take care about default values.

# Important Notes
Setting value on placeholder breaks widgets. The issue is also present in develop (when connecting to placeholder). To restore node, you have to reopen the project.

- `owner:` to do exact matches against owner username
- `label:` (already existed)
- `name:` to do exact matches against asset name (exact match; case insensitive; the glob character `*` matches 0 or more characters)
- negated searches (`-owner:`, `-label:`, `-:` for negating keywords)
- Related changes that were not explicitly requested:
- add `no:`, `-no:`, `has:` and `-has:` to filter for assets that lack a specific field. Currently this only works for labels, because most (if not all) other fields cannot be empty.
- `label:a,b,c` to OR results together. `label:a label:b` ANDs results as usual.
- shift-click labels to add/remove it to the last search term as an OR
- clicking labels now cycles them from: absent -> present (positive) -> present (negative)
- Unrelated changes
- Switches unit tests to use `vitest`

# Important Notes
Some other suggestions have been added in the original issue, but currently intentionally left out to avoid prematurely over-engineering this feature.

Cats are not welcome (#8696)
Removing an explicit import of `cats` implicits which triggers rather slow classloading, just for a single method that transforms `List[Either[A, B]]` to `Either[A, List[B]]`.

Addresses one of the problems mentioned in #8692.
