One of our tests was flaky: one check failed immediately because there were two drop-down elements. I've never caught them in the screenshot, so it's probably near-one-frame state caused by some transitioning.
I added a "wait-check" for single drop-down.

Removal of context lock assumed that one still holds a lock on it. This
is no longer the case when using a `withContextLock` block that
correctly manages the resource. This change fixes the

* Mitiigate LS DDOS scenario on startup
For a medium-size project with a lot of visualizations, Language Server
will be flooded with visualization requests on startup. Due to an
existing limit for the job execution engine, some of those requests
might have been silently dropped.
This change lifts that limit until a better fix can be invented.
Additionally, a slow startup might lead to a timeout when serving open
file request. This change adds some retries as a fallback
mechanism/progress monitoring.

Using `ExternalId` for `NodeId` allows us to match the idea of node identity with engine. That means any bugs that would cause the identity to change will be immediately visible on UI due to misplaced metadata or node being unnecessarily rerendered from scratch. This change and an addional bugfix of argument deletion handling makes the node view stable on edits and allows tabbing through arguments.

- Ensures that even though an integer column in Snowflake is represented by `Decimal` type, if the values are small enough, they are materialized as `Integer`.
- If the values are larger, they are still read in as `Decimal`.
- Adds tests for some other `Decimal` edge cases (various precisions and scales), and for `Float`.
This change adds a possibility to pass an optional parameter describing full path to projects' directory, in addition to the required project id.
Enables GUI to fix#10453.
Fix#10503 by creating a benchmark and then speeding it up by making sure usage of `InteropLibrary` reminds in partially evaluated code and isn't hidden behind `@TruffleBoundary`.
Move `Backend` and supporting APIs from `dashboard` to `enso-common`.

- The utility modules required by `Backend` have been moved to `enso-common`. Those defining general-purpose helpers for working with standard types are now in a submodule `utilities/data` to match the IDE organization; in the future we can merge them with the `util/data` gui2 subtree.
