[CI] Engine CI Rework, Part 1 (#9295)
I have created PR with the first set of changes for the Engine CI. The changes are small and effectively consist of:
1. Spltting the `verifyLicensePackages`. It is now run only on Linux. There are hardly any time benefits, as the actual job cost is dominated by the overhead of spinning a new job — but it is not expensive in the big picture.
2. Splitting the Scala Tests into separate job. This is probably the biggest "atomic" piece of work we have.
3. Splitting the Standard Library Tests into a separate job.

The time is nicely split across the jobs now. The last run has:
* 27 min for Scala tests;
* 25 min for Standard Library tests;
* 24 min for the "rest": the old job containing everything that has not been split.

While total CPU time has increased (as jobs are not effectively reusing the same build context), the wall time has decreased significantly. Previously we had ~1 hour of wall time for the old monolithic job, so we are getting more than 2x speedup.

The now-slowest Scala tests job is currently comparable with the native Rust tests (and they should improve when the old gui is gone) — which are the slowest job across all CI checks.

The PR is pretty minimal. Several future improvements can be made:
* Reorganizing and splitting other "heavy" jobs, like the native image generation.
* Reusing the built Engine distribution. However, this is probably a lower priority than I initially thought.
* Building package takes several minutes, so duplicating this job is not that expensive.
* The package is OS-specific.
* Scala tests don't really benefit from it, they'd need way more compilation artifacts.
It'd make sense to reuse the distribution if we, for example, decided to split more jobs that actually benefit from it, like Standard Library tests.
* Reusing the Rust build script binary.
* As our self-hosted runners reuse environment, we effectively get this for free. Especially when Rust part of codebase is less frequently changed.
* This is however significant cost for the GitHub-hosted runners, affecting our macOS runners. Reusing the binary does not save wall time for jobs that are run in parallel (as we have enough runners), but if we introduce job dependencies that'd force sequential execution of jobs on macOS, this would be a significant need.

Previously it was possible only by creating PR and adding the label to it.

Move benchmark download tool and visualization to the CI (#9075)
Creates a new [Benchmarks upload](https://github.com/enso-org/enso/pull/9075/files#diff-8859b4f24c2f25d300fe800ee431d7f9f7e68de459395a7e9b22abf79440c862) GitHub action that fetches all the latest benchmark results, and uploads them on the website hosted on https://github.com/enso-org/engine-benchmark-results repo. The results are stored in that repo in a bunch of JSON files.

# Important Notes
The new *Benchmarks upload* action is scheduled to run after either "Engine benchmarks" or "Standard library benchmarks" jobs are complete.

Java and Graal versions are checked before the build starts (#9106)
Add checks of Java and GraalVM versions before the `sbt` project is fully loaded. This ensures that all the devs have exactly the version specified in our `build.sbt`.

# Important Notes
Trying to start `sbt` with a different java versions now results in:

Execute and debug .enso files with bin/enso in VSCode (#8923)
Let's _untie_ the [VSCode Enso extension](https://marketplace.visualstudio.com/items?itemName=Enso.enso4vscode) from `sbt` commands. Let's **open any Enso file in the editor** and then use _F5_ or _Ctrl-F5_ to execute it. Let the user choose which `bin/enso` script to use for execution completely skipping the need for `sbt`.

CI: Native aarch64 macOS builds, refactoring workflow generation (#8864)
This PR adds a native aarch64 target to our release process.

It also includes refactoring of workflow generation and minor tweaks:
* removing some workarounds in the generated action code that are not needed anymore;
* some version bumps that are harmless;
* release builds have cleaning enabled unconditionally.

CI: Unconditional cleaning for benchmark runs. (#8839)
Now the `clean` CI steps are run always for benchmarking jobs. We run the full `./run git-clean` before and after benchmarks. Benchmarks take long enough to make any savings by not cleaning negligible.

### Important Notes
This PR brings partial refactoring in the workflow generating code which was very dirty. I'll build on this further soon when adding proper aarch64 macOS support.

Also, some minor tweaks to the generation were made:
* not writing `always() &&` twice;
* run only the latter cleaning step for canceled jobs.

VSCode JUnit classpath fix (#8795)
Recently a classpath misconfiguration appeared in `engine/runtime` project:

The problem was caused by the `XyzTest.java` files being incorrectly assigned to `engine/runtime/src/main/java` source root and its classpath (which obviously doesn't contain JUnit). This PR restricts the `srcCp` to `inputDir`, when it is known. That properly assignes the `XyzTest.java` files to `engine/runtime/src/test/java` source root. The IGV as well as VSCode support seems to recognize unit test classpath properly now.

Update java formatter sbt plugin (#8543)
Add a local clone of javaFormatter plugin. The upstream is not maintained anymore. And we need to update it to use the newest Google java formatter because the old one, that we use, cannot format sources with Java 8+ syntax.

With SDKMan, download with `sdk install java 21-graalce`.

# Important Notes
- After this PR, one can theoretically run enso with any JRE with version at least 21.
- Removed `sbt bootstrap` hack and all the other build time related hacks related to the handling of GraalVM distribution.
- `project-manager` remains backward compatible - it can open older engines with runtimes. New engines now do no longer require a separate runtime to be downloaded.
- sbt does not support compilation of `module-info.java` files in mixed projects - https://github.com/sbt/sbt/issues/3368
- Which means that we can have `module-info.java` files only for Java-only projects.
- Anyway, we need just a single `module-info.class` in the resulting `runtime.jar` fat jar.
- `runtime.jar` is assembled in `runtime-with-instruments` with a custom merge strategy (`sbt-assembly` plugin). Caching is disabled for custom merge strategies, which means that re-assembly of `runtime.jar` will be more frequent.
- Engine distribution contains multiple JAR archives (modules) in `component` directory, along with `runner/runner.jar` that is hidden inside a nested directory.
- The new entry point to the engine runner is [EngineRunnerBootLoader](https://github.com/enso-org/enso/pull/7991/files#diff-9ab172d0566c18456472aeb95c4345f47e2db3965e77e29c11694d3a9333a2aa) that contains a custom ClassLoader - to make sure that everything that does not have to be loaded from a module is loaded from `runner.jar`, which is not a module.
- The new command line for launching the engine runner is in [distribution/bin/enso](https://github.com/enso-org/enso/pull/7991/files#diff-0b66983403b2c329febc7381cd23d45871d4d555ce98dd040d4d1e879c8f3725)
- [Newest version of Frgaal](https://repo1.maven.org/maven2/org/frgaal/compiler/20.0.1/) (20.0.1) does not recognize `--source 21` option, only `--source 20`.

New GUI/IDE build script support (#7832)
This PR adds support for the new Vue-based GUI (aka `gui2`).

The user-facing changes are primarily:
* support for `./run gui2` and `./run ide2` commands (that build just the new GUI and the whole IDE package with new GUI embedded — respectively);
* the top-level `test` and `lint` commands will now invoke the relevant commands on the new GUI

Fix GraalVM distribution download on MacOS (#7364)
Follow-up of recent GraalVM update #7176 that fixes downloading of GraalVM for Mac - instead of "darwin", the releases are now named "macos"

# Important Notes
Also re-enables the JDK/GraalVM version check as onLoad hook to the `sbt` process. We used to have that check a long time ago. Provides errors like this one if the `sbt` is run with a different JVM version:

Benchmark Engine job runs only engine, not Enso benchmarks (#6534)
Engine Benchmark job runs only engine benchmarks, not Enso benchmarks.

Enso benchmarks do not report their output anywhere, and take more than 5 hours to run nowadays.
We might define a new job in the future and probably rename it to "Library benchmarks".
But that is the responsibility of the lib team.

Upgrade to GraalVM 22.3.0 (#3663)
Upgrading to GraalVM 22.3.0.

# Important Notes
- Removed all deprecated `FrameSlot`, and replaced them with frame indexes - integers.
- Add more information to `AliasAnalysis` so that it also gathers these indexes.
- Add quick build mode option to `native-image` as default for non-release builds
- `graaljs` and `native-image` should now be downloaded via `gu` automatically, as dependencies.
- Remove `engine-runner-native` project - native image is now build straight from `engine-runner`.
- We used to have `engine-runner-native` without `sqldf` in classpath as a workaround for an internal native image bug.
- Fixed chrome inspector integration, such that it shows values of local variables both for current stack frame and caller stack frames.
- There are still many issues with the debugging in general, for example, when there is a polyglot value among local variables, a `NullPointerException` is thrown and no values are displayed.
- Removed some deprecated `native-image` options
- Remove some deprecated Truffle API method calls.

Cloud dispatch & fixes (#3843)
This PR updates the build script:
* fixed issue where program version check was not properly triggering;
* improved `git-clean` command to correctly clear Scala artifacts;
* added `run.ps1` wrapper to the build script that works better with PowerShell than `run.cmd`;
* increased timeouts to work around failures on macOS nightly builds;
* replaced depracated GitHub Actions APIs (set-output) with their new equivalents;
* workaround for issue with electron builder (python2 lookup) on newer macOS runner images;
* GUI and backend dispatches to cloud were completed;
* release workflow allows creating RC releases.

Verify benchmarks compile and execute in the gate (#3640)
Execution of `sbt runtime/bench` doesn't seem to be part of the gate. As such it can happen a change into the Enso language syntax, standard libraries, runtime & co. can break the benchmarks suite without being noticed. Integrating such PR causes unnecessary disruptions to others using the benchmarks.

Let's make sure verification of the benchmarks (e.g. that they compile and can execute without error) is part of the CI.

# Important Notes
Currently the gate shall fail. The fix is being prepared in parallel PR - #3639. When the two PRs are combined, the gate shall succeed again.

Replace webpack with esbuild (#3592)
This PR replaces webpack with esbuild, as our bundler.

The change leads to out-of-the-box ~5x improvement in bundling times, reducing the latency in watch-based workflows. 
Along with this a new development server (with live reload capacity) has been introduced to support watch command.

### Important Notes
* workflow for checking docs has been removed because it was using outdated prettier version and caused troubles; while the same check is performed in a better way by the GUI/Lint job.
* introduced little more typescript in the scripts in place of js, usually with minimal changes.

This PR adds sources for Enso language support in IGV (and NetBeans). The support is based on TextMate grammar shown in the editor and registration of the Enso language so IGV can find it. Then this PR adds new GitHub Actions workflow file to build the project using Maven.

Better release build time; new maximum-performance production profile. (#3498)
### Pull Request Description

Using the new tooling (#3491), I investigated the **performance / compile-time tradeoff** of different codegen options for release mode builds. By scripting the testing procedure, I was able to explore many possible combinations of options, which is important because their interactions (on both application performance and build time) are complex. I found **two candidate profiles** that offer specific advantages over the current `release` settings (`baseline`):
- `thin16`: Supports incremental compiles in 1/3 the time of `baseline` in common cases. Application runs about 2% slower than `baseline`.
- `fat1-O4`: Application performs 13% better than `baseline`. Compile time is almost 3x `baseline`, and non-incremental.  
(See key in first chart for the settings defining these profiles.)

We can build faster or run faster, though not in the same build. Because the effect sizes are large enough to be impactful to developer and user experience, respectively, I think we should consider having it both ways. We could **split the `release` profile** into two profiles to serve different purposes:
- `release`: A profile that supports fast developer iteration, while offering realistic performance.
- `production`: A maximally-optimized profile, for nightly builds and actual releases.

Since `wasm-pack` doesn't currently support custom profiles (rustwasm/wasm-pack#1111), we can't use a Cargo profile for `production`; however, we can implement our own profile by overriding rustc flags.

As you can see, `thin16` is slightly slower than `baseline`; `fat1-O4` is dramatically faster.

I developed a procedure for benchmarking "whole application" performance, using the new "open project" workflow (which opens the IDE and loads a complex project), and some statistical analysis to account for variance. To gather this data:

Build the application with profiling:
`./run.sh ide build --profiling-level=debug`

Run the `open_project` workflow repeatedly:

For each profile recorded, take the new `total_self_time` output of the `intervals` tool; gather into CSV:

The data is ready to graph. I used the `boxplot` method of the [seaborn](https://seaborn.pydata.org/index.html) package, in order to show the distribution of data.

In the case of changing a file in `enso-prelude`, with the current `baseline` settings rebuilding takes over 3 minutes. With the `thin16` settings, the same rebuild completes in 40 seconds.

(To gather this data on different hardware or in the future, just run the new `bench-build.sh` script for each case to be measured.)

Bumped the build script (#3489)
* The bash entry point was renamed `run.sh` -> `run`. Thanks to that `./run` works both on Linux and Windows with PowerShell (sadly not on CMD). 
* Everyone's favorite checks for WASM size and program versions are back. These can be disabled through `--wasm-size-limit=0` and `--skip-version-check` respectively. WASM size limit is stored in `build-config.yaml`.
* Improved diagnostics for case when downloaded CI run artifact archive cannot be extracted. 
* Added GH API authentication to the build script calls on CI. This should fix the macOS build failures that were occurring from time to time. (Actually they were due to runner being GitHub-hosted, not really an OS-specific issue by itself.)
* If the GH API Personal Access Token is provided, it will be validated. Later on it is difficult to say, whether fail was caused by wrong PAT or other issue.
* Renamed `clean` to `git-clean` as per suggestion to reduce risk of user accidently deleting unstaged work. 
* Whitelisting dependabot from changelog checks, so PRs created by it are mergeable.
* Fixing issue where wasm-pack-action (third party) randomly failed to recognize the latest version of wasm-pack (macOS runners), leading to failed builds.
* Build logs can be filtered using `ENSO_BUILD_LOG` environment variable. See https://docs.rs/tracing-subscriber/0.3.11/tracing_subscriber/struct.EnvFilter.html#directives for the supported syntax.
* Improve help for ci-run source, to make clear that PAT token is required and what scope is expected there.

Also, JS parts were updated with some cleanups and fixes following the changes made when introducing the build script.

Make it possible to run Enso with assertions enabled (#3450)
Before, when running Enso with `-ea`, some assertions were broken and the interpreter would not start.

This PR fixes two very minor bugs that were the cause of this - now we can successfully run Enso with `-ea`, to test that any assertions in Truffle or in our own libraries are indeed satisfied.

Additionally, this PR adds a setting to SBT that ensures that IntelliJ uses the right language level (Java 17) for our projects.

Aggregates in the Database library - MVP (#3353)
Implements infrastructure for new aggregations in the Database. It comes with only some basic aggregations and limited error-handling. More aggregations and problem handling will be added in subsequent PRs.

# Important Notes
This introduces basic aggregations using our existing codegen and sets-up our testing infrastructure to be able to use the same aggregate tests as in-memory backend for the database backends.

Many aggregations are not yet implemented - they will be added in subsequent tasks.

There are some TODOs left - they will be addressed in the next tasks.
