windows: add script to build Python runtime on Windows Summary: This makes it easier to rebuild the Python runtime with our patches for people unfamiliar with the Python building process. It reuses the `PCbuild\build.bat` provided by the Python source code. There diff does a few other things by the way: - Keep our patches checked-in a same repo. - Upgrade to the latest Python 2.7 (which, requires a new patch to build under VC 2017) - Use `python27.zip` for pure modules. The Python interpreter already adds `python27.zip` in `sys.path`, so `python.exe` can work. This can simplify our packaging logic (to just add new pure modules to python27.zip, without of scanning the standard library and recompiling them, and remove customized logic mangling `sys.path`).
