51ca48048e Make test-hardlinks-safety portable 
On some systems cp cannot create/preserve hardlinks.
Use util.copyfiles instead, after making sure it actually does
create hardlinks.

9d636a4b09 make mq and tags hardlink safe 
The code didn't check for modes like "r+" or "rb+".
Many thanks to agriffis for noticing it.
