Summary:
Remove ui.progress as a method of updating progress. All progress bars now go
through new-style progress bars.
This also splits out the rendering of progress bars from the reporting of
progress. All tests are updated to use new-style debug progress bars, which
simply report the position of the progress bar. Rendering of progress bars
will be tested separately once the progress bar engine has been rewritten.

Summary:
The helper could be used in individual tests to enable chg if chg exists.
This allows us to have more precise control on what tests to use chg instead
of using a global flag in run-tests.py.
This makes certain tests containing many hg commands much faster. For example,
`test-revset.t` took 99 seconds before:
% ./run-tests.py test-revset.t --time
.

And 10 seconds after:

Also enable it for some other tests. Note the whitelist is not complete. We
probably want to whitelist more tests in the future.
The feature could be opted out by deleting `contrib/chg/chg`.

This produces slightly bad results when branches are in play, but
overall I think it's probably worthwhile. We might be able to do
better with branches somehow, but I haven't given it any thought.
The tests in test-annotate.t and test-import-git.t that relied on trailing
space in a file created by a here string is now masked by a literal 'EOL'
string that is removed.
The subversion tests used different tricks to create properly encoded URLs,
partly due to partial support for different ways of running the tests on
windows. Now we only need/support one way of running the tests on windows.
Windows URLs should look like 'file:///c:/foo%20bar' and on Unix platforms
like 'file:///tmp/baz'.
'pwd' in the test framework will on Windows emit paths like 'c:/foo bar'.
Explicit handling of backslashes in paths is thus no longer needed and is
removed. Paths on windows do however need an extra '/' compared to other
platforms.
This change makes test-subrepo-svn.t pass on windows with msys. Other tests
might need more work.
Many tests didn't change back from subdirectories at the end of the tests ...
and they don't have to. The missing 'cd ..' could always be added when another
test case is added to the test file.
This change do that tests (99.5%) consistently end up in $TESTDIR where they
started, thus making it simpler to extend them or move them around.
When combined with the earlier change to make the progress object
truly a singleton, this prevents the progress bar swapping on 'hg
clone --pull' on a local filesystem.
Thanks to timeless for lots of debugging help at the Copenhagen sprint
to isolate the root cause of this and a first draft an idea that would
fix it.
Overwriting instead of appending to the file removes the [defaults]
section put into the file by run-tests.py.
It also defeats the --inotify option to run-tests.py.
(Nothing was broken yet, but the lack of -d "0 0" cause changeset
hashes to change unexpectedly in a test case I was editing.)
The two tests that used filtercr.py already used a slightly different
version, which explains why test-convert-svn-move.t changed after
switching to using $TESTDIR/filtercr.py.
Previously, we'd reset the entire progress bar state when a topic was
completed, even if it wasn't the outermost progress topic. Now we
print the state of the next progress topic on the stack if one is left
rather than reset the progress bar.
