This change introduces two new metadata types, Category and Transience, and a mechanism for Category to provide a default Fault and Transience, which can be overriden by the user.
Also introduces a mechanism for attempting to log exceptions which occur during exception logging, falling back to the previous behavior of just swallowing the exception on failure.

Extend `_log_exception` to inspect exceptions for metadata, and log any that is found to Scuba. Eventually I'd like to merge at least some of this information from the `perfpipe_hg_errors` table into the `perfpipe_dev_command_timers`.
Introduce `Tagged` mixin and `Fault` enum Python types for tagging Python exceptions.
Introduce `debugthrowexception` for testing Python error handling flow.

Summary:
This diff marks **ALL** mercurial tests requiring Python 2 feature.
After you fixes some tests, simply remove the `py2` feature requirement and that tests will be continuously run after your diff is landed.
To bypass this feature requirement, run the tests command with `HGTEST_FORCE_PY2=1`. For example:
```
HGTEST_FORCE_PY2=1 buck test //eden/scm/tests:hg_run_tests
```
or
```
HGTEST_FORCE_PY2=1 python run-tests.py
```

Basically this diff are created with the following commands:
```
$ sed -i 's/import feature\(.*\)$/import feature\1\n\nfeature.require(["py2"])/' test-*-t.py
$ sed -i '1s/^/#require py2\n/' test-*.t
