Summary:
Now that Linux/macOS startup no longer uses fork it becomes trivial to share
the same code with Windows. This improves Windows startup in several different ways:
- `edenfsctl start` now displays the status of the start process in the console
- `edenfsctl start` no longer has an arbitrary timeout after which it reports
a timeout even though EdenFS is still starting up.
This also kills a bunch of Windows specific code that is no longer needed.

Summary:
This restructures `main.cpp` to turn our current top-level `main()` into a
method of a virtual class.
This allows us to eliminate the slightly awkward way that `main.cpp` depends
on `RunServer.cpp`. This required us to list `main.cpp` in the sources
parameter of multiple buck targets rules, which confuses some other tools like
autodeps. With this new change, `RunServer.cpp` depends on `main.cpp` instead
of the other way around. The real top-level `main()` function now lives in
`RunServer.cpp`

Update edenfs to print version information in its startup messages.
More detailed version information will be printed to the log file, but it
seems nice to also include this in user-facing messages that will be printed
to the user's terminal in most situations.

This tweaks the main.cpp and EdenServer.cpp code so that we can avoid having
separate internal and open source builds of the eden/fs/service:server library.
Only one small function is different between the two builds. This updates the
code so that this function is only used from main.cpp, instead of being used
inside EdenServer.cpp.
