9b9a988499 hg: drop hg10 requirement for jshint and pylint
Summary:
Just drops the hg10 requirement since version numbers work differently
in our repo.  These still don't run unless you have the appropriate jshint and
pylint programs installed (which I don't).

4247de0b07 tests: disable lints on mercurial/thirdparty
In the next patch, this directory will be used to vendor in some third-party
code.

1ce1a31421 check: check modules in hgdemandimport
A few places only check modules in mercurial and hgext. Add
hgdemandimport to the list in those places.

fb16c908c2 test-check-pylint: match its output
"pylint --version" shows:

  pylint 2.0.0,
  astroid 1.5.0
  Python 2.7.13 (default, Dec 21 2016, 07:16:46)
  [GCC 6.2.1 20160830]

I got "Your code has been rated at 10.00/10" every time and didn't know how
to turn it off. Therefore the fix.

a51384137e test: add a basic 'test-check-pylint.t'
We add a minimal check using pylint for one case we knows we care about:
"mutable default" argument.

We'll likely extend this over time to cover other useful checks but this is a
good starting point.
