While EdenFS does not use a separate privhelper process on Windows, it still
defines a stub PrivHelper class. However, this class was previously defined
in a separate win/utils/Stub.h header file, which led to awkward `#ifdef`s to
include the correct platform-specific header file.
This diff moves the definition of the dummy PrivHelper class in Windows into
the same `PrivHelper.h` header file used on POSIX platforms. This results in
a few more `ifdef`s in the PrivHelper files, but fewer `ifdef`s in the calling
code, and will make it easier to start unifying more of the `EdenMain` logic
on Windows and non-Windows platforms.

Move the `UserInfo` code from `fuse/privhelper` to `utils`, and also unify the
POSIX and Windows implementations of this class.
This code was originally put in the `fuse/privhelper` directory since it was
written at the same time as the privhelper. However, it's really a
lower-level library that doesn't depend on FUSE or any of the other code in
the `fuse/` subdirectory.

Summary:
This commit causes a desktop notification to be shown if we generate
EIO or ETIMEDOUT responses via fuse; the prompt is intended to make it obvious
to the user that they need to connect to the VPN.
The commit by itself doesn't show a notification, it allows configuring a
command that can be run to do something to show a notification.
The test plan includes one such configuration for our corp environment.
* It doesn't trigger for thrift-originated downloads (eg: prefetch), only for
VFS operations through FUSE.
* Ideally we'd know exactly when we have a network related error in the store
code and use that to trigger the notification. However, we have a rather
convoluted set of importers and fallbacks today, one of which is interpreting
a generic response returned from a pipe, so it is not especially clear
exactly where we should locate the logic

Change the `ReloadableConfig::getEdenConfig()` method to accept an enum to
control whether it should reload the configuration, rather than the simpler
bool that it used previously.
The primary motivation for this is to allow us to force a reload to occur in
unit tests and integration tests, even if this operation would otherwise be
within the normal reload throttling time limit.

Summary:
Move the `ReloadableConfig` implementation out of `ServerState` and into the
`ReloadableConfig` class itself. This also updates `ServerState` to simply
contain a `ReloadableConfig` member variable rather than inheriting from
`ReloadableConfig`.
This makes it easier to build other utilities that need a `ReloadableConfig`
object but do not have a full `ServerState` object, such as the
`eden_store_util` class and the `zero_blob` helper tool used by the
integration tests.

Summary:
I'm confused by the naming of EdenThreadStats and ThreadLocalEdenStats. For example, when I see "ThreadLocalEdenStats", I think that such objects can only be accessed by one thread. That's definitely not what "ThreadLocalEdenStats" means!
I think the following naming scheme makes more sense:
* **EdenThreadStats**: Statistics which are updated by one thread. Currently called EdenThreadStats.
* **EdenStats**: Statistics for all threads. Provides access to EdenThreadStats. Currently called ThreadLocalEdenStats.
Implement my preferred scheme: rename ThreadLocalEdenStats to EdenStats.
This diff should not change behavior.
Note: Prior to D14822274, EdenThreadStats was called EdenStats.

I want to use EdenStats in eden/fs/store/. EdenStats currently lives in eden/fs/fuse/, and making eden/fs/store/ depend upon eden/fs/fuse/ is confusing. (It's also confusing that some code in eden/fs/fuse/ is used on Windows.)
Reorganize the code: move EdenStats into eden/fs/tracing/.
This diff should not change behavior.

Add a new class for injecting faults into Eden. This will make it easier to
build tests that exercise specific error conditions or specifically control
the ordering of operations that might otherwise race.
To minimize the performance impact, the fault injection framework is disabled
by default and must be explicitly enabled at process startup using a command
line flag. If this command line flag was not specified all fault injection
checks short-circuit into a no-op. The `checkAsync()` version does still add
some extra overhead due to the addition of a new `folly::SemiFuture` into the
code path.

Summary:
[Eden] EdenMount should make use of EdenConfig in order to determine the user and system ignore files to load.
This commit does the following:
- adds EdenConfig to ServerState that gets passed to the MountPoint.
- removes hard-coded system ignore settings.
- allows the ignore files to be updated in the user and system config.
- has the diff context loaded with actual ignore file contents.
- adds the FileChangeMonitor class to efficiently (throttled) identify when file changes have occured and reload as necessary.

This ensures that all EdenMount objects always have a thread pool. Previously
most unit tests were creating an EdenMount without a thread pool set, but the
FileInode code and TreeInode code could end up wanting to use the thread pool

Summary:
This adds a FakeFuse class to simulate a FUSE connection to the kernel, but
that is actually communicating with our userspace test harness code. This also
adds a FakePrivHelper class which implements the PrivHelper interface but
returns FakeFuse connections rather than real FUSE connections to the kernel.
This will enable us to write unit tests that exercise more of the FUSE and
EdenMount logic, and will also enable us to test error conditions and ordering
behaviors that are difficult to reliably reproduce with a real FUSE mount.
This also includes some very basic tests using this new code. The code in
fuse/test/FuseChannelTest.cpp creates a FuseChannel using a FakeFuse object,
and the code in inodes/test/FuseTest.cpp creates a full EdenMount object using
FakePrivHelper and FakeFuse. The tests are pretty similar for now, and only
exercise the FUSE initialization code. I will expand these tests in subsequent
diffs.

multiple mounts. Up until now we have passed around the shared state data as
separate variables.
This is intentionally separate from the existing EdenServer class to allow unit
