1055b4aeae test-remotenames-basic: skip hggit test cases 
Summary:
hggit is not guaranteed available in the repo. So let's skip the test
temporarily.

Test Plan:
Run the test with clean PYTHONPATH and it does not complain about failed to
import hggit.
