7bdcbacb01 tests: use LOCALIP
This patch replaces hardcoded 127.0.0.1 with $LOCALIP in all tests.

Till now, the IPv6 series should make tests pass on common IPv6 systems
where the local device has the address "::1" and the hostname "localhost"
resolves to "::1".

3ad28905f6 tests: drop explicit $TESTDIR from executables
$TESTDIR is added to the path, so this is superfluous. Also,
inconsistent use of quotes means we might have broken on tests with
paths containing spaces.

1fda0b1af1 tests: prepare get-with-headers.py for MSYS
get-with-headers.py took the http GET parameter as a command line parameter
that had to start with '/'. MSYS on windows will mangle such paths.

Instead of applying a workaround everywhere (such as an extra '/') we let
get-with-headers.py add the mandatory '/'. That is consistent with the
url path handling in the Mercurial url class.

A few tests sent 'GET ?cmd=...' which is invalid. They will now send 'GET
/?cmd=...'.

This will not enable any tests for being run on windows - only remove one
reason they were disabled.

142a6e38ef tests: use a different evil name in test-hgweb-raw.t
The test used a filename with ':' which prevented the test from running on
Windows and FAT.

It now uses a filename with space and '%' and will thus still exercise proper
url escaping.

fa1c4e5ebe tests: add missing trailing 'cd ..'
Many tests didn't change back from subdirectories at the end of the tests ...
and they don't have to. The missing 'cd ..' could always be added when another
test case is added to the test file.

This change do that tests (99.5%) consistently end up in $TESTDIR where they
started, thus making it simpler to extend them or move them around.

2cd44a791e66 established that '... do true ...' shouldn't be used, but that was
only enforced on continued lines.

9dd4882287 hgweb: raw file mimetype guessing configurable, off by default (BC) (issue2923)
Before: hgweb made it possible to download file content with a content type
detected from the file extension. It would serve .html files as text/html and
could thus cause XSS vulnerabilities if the web site had any kind of session
authorization and the repository content wasn't fully trusted.

Now: all files default to "application/binary", which all important
browsers will refuse to treat as text/html. See the table here:

fc7e20743c add: introduce a warning message for non-portable filenames (issue2756) (BC)
On POSIX platforms, the 'add', 'addremove', 'copy' and 'rename' commands now
warn if a file has a name that can't be checked out on Windows.

Example:

  $ hg add con.xml
  warning: filename contains 'con', which is reserved on Windows: 'con.xml'
  $ hg status
  A con.xml

The file is added despite the warning.

The warning is ON by default. It can be suppressed by setting the config option
'portablefilenames' in section 'ui' to 'ignore' or 'false':

  $ hg --config ui.portablefilenames=ignore add con.xml
  $ hg sta
  A con.xml

If ui.portablefilenames is set to 'abort', then the command is aborted:

  $ hg --config ui.portablefilenames=abort add con.xml
  abort: filename contains 'con', which is reserved on Windows: 'con.xml'

On Windows, the ui.portablefilenames config setting is irrelevant and the
command is always aborted if a problematic filename is found.
