Thomas Orozco 8785082ed1 mononoke: apiserver: don't initialize sha1 pool if caching is not enabled ... Summary: When caching is not enabled, initializing a volatile cache pool will return an `Err`. So, when caching is not enabled, we shouldn't try to grab a cache. I also added a little inline documentation to clarify the behavior here.
