Summary: Make the derivation process for mercurial changesets and manifests not depend on `BlobRepo`, but instead use the repo attribute (`RepoBlobstore`) directly. This will allow us to migrate to using `DerivedDataManager` in preparation for removing `BlobRepo` from derivation entirely.
