Summary: The tests are - Mostly testing about configurations. - Mostly depends on private functions. ConfigSet already has a good test coverage, the tests do not provide much value (aside from testing config override ordering, which is also covered by hg tests). I'm going to change / remove the private functions. Remove the tests to make changes easier.
