Summary: Disable parsing `.hgignore` and related fileset `hgignore()` by default. They can still be enabled via configuration. The plan is to completely remove them later. A replacement for `hgignore()` fileset was added as `gitignore()`. The `hgignore()` fileset seems to be only used by zertosh in the past 3 months.
