Augie Fackler 18340f960e localrepo: forcibly copy list of filecache keys
On Python 3, keys() is more like iterkeys(), so we got in trouble for
mutating the dict while we're iterating here. Since the list of caches
should be relatively small, work around this difference by just
forcing a copy of the key list.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
