Summary: Pyre now has improved support for decorators and descriptors, which makes it possible for us to add type annotations to `dirstate.py` without needing lots of `pyre-ignore` comments everywhere. (Previously Pyre could not handle the `propertycache` decorator, causing it to be confused about the type of various dirstate members, like `_map`).
