Summary: mq is already somehow problematic at D8907646. Without bandwidth supporting it, let's remove it. Alternative to mq would be rebase, shelve, unshelve, histedit. Maintain "--config extensions.mq=" compatibility by marking it builtin so hg4idea won't break by this change.
