Summary: If a service is configured with no permitted paths, ensure we deny any writes that might affect any path. This is not hugely useful, and probably means a configuration error, but it's the safe choice. In a similar vein, if a service is permitted to modify any path, there's not much point in checking all the commits, so skip the path checks to save some time.
