Summary: Similar to D14151200, instead of printing a long help that might flush out important messages, make the error short but still point the user to `hg help`. This makes the error message much shorter, and make the test change by the upcoming diff smaller. Besides, we no longer check disabled extensions, as we don't expect users to tweak extension config by themselves.
