Gregory Szorc 46dd18b38d sslutil: store flag for whether cert verification is disabled
This patch effectively moves the ui.insecureconnections check to
_hostsettings(). After this patch, validatesocket() no longer uses the
ui instance for anything except writing messages.

This patch also enables us to introduce a per-host config option
for disabling certificate verification.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
