Summary: Support both fsmonitor and hgwatchman for now, until fully rolled over to fsmonitor. Test Plan: Run $HG/tests/run-tests.py test-sparse-extensions.t (disable simplecache lines if not installed to ensure the fsmonitor test at least runs).
