Summary: The `incoming` command works by creating a bundlerepo and then updating the commits as if a pull occurred. This means the visibleheads can get updated, which was previously assumed impossible. We can just accept the new set of visibleheads as-is. There may be some unnecessary heads that are covered by other heads, but since the bundlerepo is short-lived, this isn't a problem.
