Durham Goode 56acb0faaa util: add allowhardlinks module variable 
To enable extensions to enable hardlinks for certain environments, let's move
the 'if False' to be an 'if allowhardlinks' and let extensions modify the
allowhardlinks variable.

Tests on linux ext4 pass with it set to True and to False.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install:

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing:

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
