Jun Wu 58029547d6 cleanup: remove Cargo.lock from check-in 
Summary:
They cause a lot of churn when updating vendored crates. It's unnecessary to
check them in because the vendored crates basically pinned versions of all
dependencies.

Also clean up .gitignore, since it does not support "syntax:re".

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
