Previously we were relying on config values to determine when to send or not send tree and flat manifests. This resulted in complicated permutations to test. Let's remove these config values and always send trees if we have them. A future patch will do the same for flat manifests. Differential Revision: https://phab.mercurial-scm.org/D1265
