Kostia Balytskyi 6824787241 library.sh: add absolute config paths everywhere ... Summary: In several places in `library.sh` we had `--mononoke-config-path mononoke-config`. This ensured that we could not run such commands from non-`$TESTTMP` directorires. Let's fix that.
