Disallowing case conflicts will always be done during bookmark movement by checking the skeleton manifests. A side-effect of this change is that configuring a repository with case conflict checks, but not enabling skeleton manifests, will mean that commits can't be landed in that repository, as there are no skeleton manifests to check.
