Jun Wu 80124113f3 gc: do not break indexedlog data 
Summary:
The code is broken:

- It happily deletes the `rotatelog/latest` file, which is unexpected by RotateLog.
- It can also delete `packs` on Windows, because `\packs\` never matches `/packs/`.

and suboptimal:

- It does unnecessary tests in inner loops.
- It does unnecessary subdir walks.

Fix them.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
