Jun Wu 8142c5e5f1 windows: set output encoding to UTF-8 
Summary:
The output encoding is used to render the graph log edges. With D26612487 (62ba7447f6), we
switched to Rust IO. The Rust IO requires UTF-8 data. So let's set
outputencoding to UTF-8.

Mercurial
=========

Mercurial is a fast, easy to use, distributed revision control tool
for software developers.

Basic install::

 $ make            # see install targets
 $ make install    # do a system-wide install
 $ hg debuginstall # sanity-check setup
 $ hg              # see help

Running without installing::

 $ make local      # build for inplace usage
 $ ./hg --version  # should show the latest version
